Delete IP block

DELETE/v1/networking/ip-blocks/{id}

Requests cancellation of the subscription behind a standalone IP block, as POST /v1/billing/subscriptions/{subscriptionId}/cancel does; an unassigned block releases immediately, and a block bundled with a service is refused.
